Tenant Harassment Prevention Task Force Facilitation
The Task
With support from the Neighborhood Finance Fund, Public Works Partners supported a task force coordinated by the NYC Department of Housing Preservation & Development and Councilmember Brad Lander’s Office to identify ways to prevent tenant harassment.
Our Strategy
- Facilitated a series of working sessions with City Council members, housing policy experts, tenant advocates, real estate industry representatives, and City staff
- Helped the task force shape a new policy to protect New York City tenants from building owner harassment
- Led the group through a review of data analysis and robust debate to make sure legislation targeted the building owners most likely to harass tenants
Project Impact & Outcome
- Legislation led by Councilman Brad Lander, NYC Housing Preservation and Development, and tenant advocates that expands the “Certificate of No Harassment” (CONH)) to require building owners seeking to demolish or make significant alterations to their building to go through a process to prove they have not engaged in any tenant harassment
