Cities for Financial Empowerment Fund

Summer Jobs Connect Program Evaluation

The Task

Cities for Financial Empowerment (CFE) Fund brought in Public Works to gather information from youth across the country to better understand how they perceive mainstream financial services and products.

Our Strategy

  • Developed an Institutional Review Board- approved methodology, including a robust research design, staff training, and protocols for implementing the survey and confirming parent consent
  • Partnered with municipal staff from across the country to integrate survey administration into existing touchpoints with youth, encouraging a stronger response rate while simultaneously minimizing disruption to the programs
  • Surveyed over 2,500 youth and conducted 14 focus groups across eight cities to investigate key research questions

Project Impact & Outcome

  • Statistical analysis that illuminated how youth view mainstream financial services, interact with banking institutions, and plan to use financial services in the future
  • Data-driven insights that allowed CFE Fund to enhance the national policy conversation on banking access initiatives. for low-to medium income youth
